Yolanda Bouchée is a Redevelopment Strategist, educator, and creator of the ALIGN Development Partnership Framework — a community-centered approach that helps cities and developers build genuine partnerships with the residents they serve.
With more than 31 years of federal public service, Yolanda built one of the most distinctive careers at the intersection of environmental policy, community development, and redevelopment finance. Her tenure at the U.S. Environmental Protection Agency's Region 5 included leadership roles as Regional Chief of Brownfields and Land Redevelopment — where she managed a team of Brownfield Project Specialists and led initiatives that transformed underutilized and contaminated properties into productive community assets across the region.
As Regional Chief of Superfund Community Involvement, she oversaw all communications and community outreach for Superfund project sites throughout the region, managing a team of Community Involvement Coordinators and strengthening how government agencies engage with residents during complex environmental remediation efforts. She also served as a National Sustainable Historic Preservation Expert, a Community Involvement Coordinator, and a Brownfield Project Manager — giving her a ground-level understanding of every phase of the redevelopment process.
Earlier in her federal career, Yolanda served with the U.S. Treasury, where she trained bankers on Treasury products and Community Reinvestment Act projects — a foundation that informs her current work advising developers and investors on capital strategy and development finance.
Beyond strategy and policy, Yolanda brings direct practitioner experience as a Real Estate Investor and Interior and Project Designer. This hands-on perspective — knowing what it takes to acquire, design, and execute a project — gives her an uncommon ability to advise clients not just from the policy or finance side, but from the perspective of someone who has navigated the same decisions. Her background in Historic Preservation and Interior Design further informs her approach to redevelopment, ensuring that the built environment reflects both community identity and long-term value.
